Abstract
Rapporten belyser hvordan andelen som er i arbeid eller utdanning blant personer i
alderen 16 til 34 år varierer med innvandrerbakgrunn. Det er tre grupper som
sammenliknes: 1) De som har kommet til Norge som innvandrere fra følgende
verdensregioner: Øst- Europa utenom EU, Asia, Afrika, Sør- og Mellom-Amerika
og Oseania utenom Australia og New - Zealand. 2) De som er født i Norge av
foreldre som er innvandrere fra de samme verdensregionene og 3) Personer uten
innvandringsbakgrunn, dvs. majoritetsbefolkningen. Rapporten baserer seg på
registerbaserte statistikker per 4. kvartal 2011.
Tallene bekrefter hovedmønsteret fra tidligere undersøkelser ved at norskfødte med
innvandrerforeldre ligger atskillig nærmere ungdom i majoritetsbefolkningen når
det gjelder prosentandel i arbeid og utdanning enn det innvandrerne gjør. Avstanden til majoriteten er på 4,7 prosentpoeng blant de norskfødte og nærmere 24 prosentpoeng blant innvandrerne når vi betrakter aldersgruppen 16-34 år under ett.
Disse forskjellene er bare marginalt redusert i forhold til 2010.
Det er imidlertid noen nyanser når vi ser på aldersgrupper, bl.a. er avstanden til
majoriteten blant norskfødte over 25 år med innvandrerforeldre litt større enn for
de yngre aldersgruppene. Dette skyldes i hovedsak et lavere sysselsettingsnivå
blant kvinnene i denne gruppen. Når det gjelder innvandrergruppen, er avstanden
til majoriteten stort sett den samme uansett aldersgruppe.
For de som er innvandrere har imidlertid alder ved innvandringstidspunktet mye å
si, da de som innvandret før skolepliktig alder har en andel aktive (dvs. i arbeid
eller utdanning) omtrent på nivå med de norskfødte med innvandrerforeldre.
Kjønnsforskjellene i andel aktive er små blant de norskfødte med innvandrerforeldre og i majoriteten når vi betrakter gruppene under ett. Blant de under 25 år
går disse forskjellene i favør av kvinner, mens de går i mer tradisjonell retning,
dvs. i favør av menn, blant de over 25 år. Dette gjør seg mest gjeldende i gruppen
av norskfødte med innvandrerforeldre, men kjønnsforskjellene der er likevel på
langt nær så store som i innvandrergruppen.
Innvandrermenn har et betraktelig høyere sysselsettingsnivå enn innvandrerkvinnene i aldersgruppene over 19 år. Det er disse innvandrerkvinnene som utgjør
gruppen med størst avstand til majoriteten hva andel aktive angår. Her finner vi en
differanse på om lag 30 prosentpoeng i forhold til kvinner i majoriteten, mens
differansen mellom innvandrermenn og majoritetsmenn er nesten det halve, dvs.
ca. 16 prosentpoeng. Dette henger sammen med et særlig lavt nivå blant de
innvandrerkvinnene som er gifte og har barn. De utgjør en relativt stor gruppe blant
unge innvandrere, i og med at innvandrerkvinner gifter seg i yngre alder enn
majoritetskvinner og norskfødte kvinner med innvandrerforeldre. Det er også en
relativt stor andel familieinnvandrere blant disse kvinnene.
Det er grunn til å merke seg at forskjeller i utdanningsnivå har større betydning enn
innvandringsbakgrunn for om man er i arbeid eller under utdanning blant dem over
19 år. For innvandrere og norskfødte med innvandrerforeldre med utdanning utover
obligatorisk nivå ligger andelen i arbeid eller utdanning et godt stykke over det vi
finner blant majoriteten med kun obligatorisk utdanning. Dessuten er det for
eksempel større forskjell i aktivitetsnivå mellom innvandrere med kun obligatorisk
utdanning og innvandrere med videregående/høyere utdanning enn det er mellom
majoriteten og innvandrere på samme utdanningsnivå.
Det er personer med kun obligatorisk utdanning som har desidert lavest aktivitetsnivå i alle tre befolkningsgrupper. Da gruppene med innvandringsbakgrunn har
høyere andeler med kun obligatorisk utdanning enn majoriteten blant dem over 19
år, er dette en viktig bakenforliggende årsak til forskjellene i aktivitetsnivå mellom
befolkningsgruppene samlet sett i denne alderen. I særlig grad gjelder dette gruppen innvandrere som her er begrenset til dem med en botid på mer enn tre år i
Norge, siden nyankomne innvandrere vanligvis befinner seg utenfor arbeidsstyrken
og ordinær utdanning.
